Unless you receive a certificate when registering your child, you registration is not complete and your credit card has not been charged.  Therefore, you must start the registration process over again. 

It is important that you use the the exact mailing address used for the credit card you are trying to use.  Not the physical address or some one else's address.  It must be the exact address used for the credit statement.

Also, you can not  use a gift card visa for registration.
