Katie Riffle Soccer Tournament

General Information
The Katie Riffle Soccer Tournament is a recreational soccer tournament. There is not a travel division nor are there travel teams. The goal of the tournament is to provide a fun and enjoyable soccer experience for all the players, coaches, spectators and referees while honoring the memory of young Katie Riffle. Please encourage and demonstrate good sportsmanship at all times. Refrain from yelling at players, coaches, and referees.
Pop-up tents and coolers are permitted at the complex during the tournament. There will be a designated area for teams to set-up tents throughout each day of the tournament. However, grills are prohibited.
The MCSC complex has a main parking lot and a small overflow parking lot. There will be parking attendants working the parking lots. Please follow their directions for parking. Depending on the need for additional parking, space may be utilized on the unused U6-U8 soccer fields. Parking on the fields will only be used if necessary. Please make every effort to park in the main parking lots.

Coach and Spectator Expectations
- Coaches and teams shall occupy the same side of the field. Only three coaches are permitted on the field with the team during a match.
- Each team official should understand what is expected of them to preserve the good name of their team. It is suggested that, to avoid any misunderstandings, a copy of rules and guidelines are in possession of the coach and tournament officials at the tournament.
- Spectators are not permitted on the team side of the field. Spectators will observe spectator lines marked on the field. If there are no lines, spectators will remain five feet back from the touchline. No spectators will be allowed behind the goal lines.
- The COACH is ultimately responsible for the conduct of himself/herself, support staff, players and spectators/supporters.
Home Team Designation and Responsibility
- The team listed first in each pairing is the home team.
- The home team furnishes the game ball unless it is provided by tournament officials.
- The home team shall change jerseys or wear pennies if, in the opinion of the referee, there is a conflict.
Point System
Round Robin Game Points
In the case of a tie-breaker situation in bracket play, the following tie-breaking criteria will apply:
- 3 points for a win
- 1 point for a tie
- 0 points for a loss
In the case of a tie-breaker situation in bracket play, the following tie-breaking criteria will apply:
- 1st criteria shall be goal differential
- 2nd criteria shall be head to head result
- 3rd criteria shall be most goals scored
- 4th criteria shall be fewest goals scored against
Semi-final & Championship Competition
Overtimes periods will be played. The team which scores the first goal shall be declared the winner. In the event of a tie after the overtime period, the game will be decided by penalty kicks per FIFA rules. Due to weather or lack of available light, tournament officials may determine the need to eliminate the overtime period and go straight to the taking of kicks.
Weather Delay/Suspension
Lightning delays will be handled per WVSSAC and NFHS guidelines:
- When thunder is heard, or a cloud-to-ground lightning bolt is seen, the thunderstorm is close enough to strike your location with lightning. Play will be suspended and shelter taken immediately.
- Thirty-minute rule. Once play has been suspended, wait at least 30 minutes after the last thunder is heard or flash of lightning is witnessed prior to resuming play.
- Any subsequent thunder or lightning after the beginning of the 30 minute count, reset the clock and another 30 minute count should begin.
- In the event of a tornado warning, all play will be suspended and shelter will be taken immediately until the warning has been lifted.
- If a game is suspended during the second half of play due to weather or other conditions (i.e. light), tournament officials may determine the game complete and the score will stand as is at the stoppage of play. Teams must understand the physical limitations of field availability, hours in a day in a weekend or weeknight.
Rosters & Format of Play
- AU19 team shall have no more than 22 players. 11 v 11 (min. to play is 8)
- A U15 team shall have no more than 22 players. 11 v 11 (min. to play is 8)
- A U12 team shall have no more than 18 players. 9 v 9 (min. to play is 6)
- A U10 team shall have no more than 14 players. 7 v 7 (min. to play is 4)
- No player shall be registered to more than one team.
- Rosters may contain travel players only in the event that the player is currently rostered to and actively participating on a recreational team in addition this/her travel team.
- Rosters may contain players of a younger age division but not of an older age division (within WVSA guidelines).
- Co-ed rosters will be bracketed into the boy’s tournament division.
Rules of Play
Except as otherwise provided herein, FIFA Laws of the Games shall apply.
Ejections, Coaches
Unlimited substitutions may be made, with the consent of the referee at the following times:

- If a coach is sent off from any game, a referee’s incident report will be turned into the Tournament Committee.
- A suspended coach that is present at a game may cause the team to forfeits.
- If a player is sent off from any game, the referee’s report of the incident shall be turned over to the Tournament Committee.
- The minimum penalty for a player sent off is not participating in the next match of the competition. The Tournament Committee may increase this penalty if they deem the offense to merit a stronger disciplinary action.
- It is the committee’s responsibility to inform the referee administrator and the coach of the next opponent of the suspension.
- Teams allowing a suspended player to participate will automatically forfeit the game.
- Upon completion of the suspension, the player will be allowed to participate in any remaining games.
- The minimum penalty for one send-off is a one game suspension. The penalty may be increased if the committee deems the offense merits such action.
- It is the responsibility of the committee to inform the referee administrator and coach of the next opponent that the coach is under suspension.
- A second ejection of a player or coach in the tournament will result in the player or coach being suspended for the rest of the tournament.
- If a referee terminates a game for reasons other than weather or field condition the Tournament Officials will decide the results of the game.
- Grace Periods
- Teams not ready to play at the scheduled start time of any match shall be granted a ten-minute grace period. Eight players will constitute a team for U14. For U12 six players will constitute a team. For U10 games four players will constitute a team.
- Any team not ready to play after the grace period has expired shall be reported to Tournament Officials by the referee.
- It is the responsibility of the team to learn of any schedule changes – either time or field assignments.
- Teams should allow sufficient time to arrive and register promptly. It is the teams’ responsibility to know traffic patterns, problems or detours.
Unlimited substitutions may be made, with the consent of the referee at the following times:
- Prior ta throw-in, both teams will be allowed to sub, unless team in possession is not subbing at that time.
- Prior ta goal kick.
- After a goal.
- After an injury, either team, when the referee stops play.
- After a caution, for the cautioned player only Players wishing to enter the game should be at the half line prior to the substitution opportunity.
Uniforms
Head gear for medical reasons under the following conditions:
- Approval by WVSA in advance.
- Doctor’s permission to play soccer.
- Soft, closed cell material.
- US Soccer specific release singed by parents.
- No hats or other headgear may be worn with the following exceptions:
- Religious headgear per USSF.
- Soft billed caps for goalkeepers per USSF.
- Soft caps (no bills) or headbands in cold weather.
- US Soccer and FIFA approved soft headbands.
- The referee may determine if hats are allowable for extenuating circumstances (i.e. rain, snow or cold, extreme sunlight). The headgear must be deemed to the safe for the player and other players.
- Shin guards are mandatory.
- Any exception is with the approval of the referee.
- Inclement weather often poses problems. Sweatshirts or long sleeves may be worn under a jersey (a jersey number must be visible). It is advised that the extra shirt match or coordinates with the uniform and does not conflict with the other team. Sweat pants or tights should follow the same guidelines as for sweatshirts or long sleeve shirts.
- No hard cast or braces with exposed metal parts may be worn.
